DELIBERATIVE SESSION
TOWN MEETING

The Municipal portion of the deliberative session of Town Meeting will be held on Monday , March 2, 2015 at 7:00 p.m . in Auditorium at Kennett High School, 409 Eagles Way, Conway, New Hampshire .

Final voting action on all articles shall take place by ballot on Tuesday, April 14, 2015 at the Conway Community Building, 1808 E Main Street, Center Conway, New Hampshire. The polls shall open for balloting at 8:00 a.m. and close at 7:00 p.m.

This Information Packet prepares the voter for the Deliberative portion of Town Meeting and is made available in lieu of the Annual Report which, because of the time lines of the SB2 Ballot Bill, will be available in early April.

The Conway Board of Selectmen shall hold a Public Hearing in the meeting room at Conway Town Hall, 1634 E Main Street, Center Conway, NH, on Tuesday, March 17, 2015 at 4:05 p.m. to accept and designate a specific purpose for the use of the following unanticipated revenue:

•  $121,400.98 from Health Trust. Inc. to the Town of Conway (Return of 2014 Surplus Medical and Dental Insurance);

In accordance with RSA 32:5-c Adoption of Local Tax Cap, the Town of Conway Board of Selectmen shall hold a public hearing in the Town Hall Meeting Room, 1634 East Main Street, Center Conway, NH, on Tuesday, March 17, 2015 at 4:10 p.m. to receive public input on a petitioned warrant article appearing on the 2015 Warrant as follows:

ARTICLE 35 : Shall we adopt the provisions of RSA 32:5-b, and implement a tax cap whereby the Town of Conway Budget Committee shall not submit a recommended budget that increases the amount to be raised by local taxes, based on the prior fiscal year's actual amount of local taxes raised, by more than 2.5%? Submitted by Petition. (3/5 majority vote required). Not recommended by the Board of Selectmen (0-5-0). Not recommended b y the Budget Committee (2-12-1).

In accordance with RSA 40:14-B Default Budget Determined by Budget Committee, the Town of Conway Board of Selectmen shall hold a public hearing in the Town Hall Meeting Room, 1634 East Main Street, Center Conway, NH, on Tuesday, March 17, 2015 at 4:20 p.m. to receive public input on a petitioned warrant article appearing on the 2015 Warrant as follows:

ARTICLE 34 : Shall we adopt the provisions of RSA 40:14-b to delegate the determination of the default budget to the municipal budget committee which has been adopted under RSA 32:14? Submitted by Petition. Not recommended by the Board of Selectmen (0-4-1). Not Recommended by the Budget Committee (0-14-1).

PUBLIC SERVICE ANNOUNCEMENT
Notice to Town of Conway Residents

When plowing driveways, please be advised that it is against Town Ordinance to deposit snow or ice onto town roads. Please do not push snow from driveways across and/or onto town roads.

Town of Conway Ordinance, Chapter 127-1, specifically prohibits any person from depositing or causing to deposit snow or ice on public streets.

NOTICE TO RESIDENTS

  1. No person shall park a vehicle on any street from 12:00 midnight to 8:00 a.m. during the winter snow removal period, beginning November 15 and ending April 15 of each year.

  2. The Board of Selectmen may reduce the No Parking hours during the snow removal period from 12:00 midnight to 8:00 a.m. to 1:15 a.m. to 8:00 a.m. in certain areas containing establishments with liquor licenses. Official signs shall be erected in areas so designated.

  3. The Town will not be liable for any damage to any vehicle that may be in violation of this ordinance.

DEPOSIT OF SNOW ON STREETS OR HIGHWAYS

No person or persons shall deposit or cause to be deposited snow or ice upon the streets or public highways with the Town of Conway. Any person violating the aforesaid ordinances shall be fined a sum not exceeding twenty dollars ($20.00).

The Town of Conway will not be responsible for any damage or destruction of appurtenances to property placed in the right-of-way of any town highway during winter plowing and snow removal operations. These appurtenances include, but are not limited to, mailboxes, fences, hedges, trees, shrubs, landscape timbers, grass or turf.

WINTER REMINDER TO PROPERTY OWNERS
FROM THE GOVERNOR'S COMMISSION ON DISABILITY PARKING COMMITTEE

It is illegal to pile snow into an accessible parking space or access aisle.

Accessible parking spaces and access aisles must be cleared within 24 hours of an adverse weather event.

Signs designating accessible parking spaces and access aisles that are relocated for the purpose of snow removal must be immediately returned after the weather event.

The route of travel from the accessible parking to the accessible building entrance must be kept clear of snow and ice.

Obstruction of an access aisle or parking place reserved for persons with a walking disability carries a fine of up to $250. (RSA 265:74-a)
