The Town of Conway announces the annual SPRING POSTING OF TOWN ROADS . Effective Monday, March 16, 2015, vehicles exceeding a gross weight of ten tons shall be prohibited from using any Town Road until further notice. Questions may be directed to the Public Works Dept.

The Municipal portion of the deliberative session of Town Meeting will be held on Monday , March 2, 2015 at 7:00 p.m . in Auditorium at Kennett High School, 409 Eagles Way, Conway, New Hampshire .

Final voting action on all articles shall take place by ballot on Tuesday, April 14, 2015 at the Conway Community Building, 1808 E Main Street, Center Conway, New Hampshire. The polls shall open for balloting at 8:00 a.m. and close at 7:00 p.m.

In accordance with RSA 32:5-c Adoption of Local Tax Cap, the Town of Conway Board of Selectmen shall hold a public hearing in the Town Hall Meeting Room, 1634 East Main Street, Center Conway, NH, on Tuesday, March 17, 2015 at 4:10 p.m. to receive public input on a petitioned warrant article appearing on the 2015 Warrant as follows:

ARTICLE 35 : Shall we adopt the provisions of RSA 32:5-b, and implement a tax cap whereby the Town of Conway Budget Committee shall not submit a recommended budget that increases the amount to be raised by local taxes, based on the prior fiscal year's actual amount of local taxes raised, by more than 2.5%? Submitted by Petition. (3/5 majority vote required). Not recommended by the Board of Selectmen (0-5-0). Not recommended b y the Budget Committee (2-12-1).

In accordance with RSA 40:14-B Default Budget Determined by Budget Committee, the Town of Conway Board of Selectmen shall hold a public hearing in the Town Hall Meeting Room, 1634 East Main Street, Center Conway, NH, on Tuesday, March 17, 2015 at 4:20 p.m. to receive public input on a petitioned warrant article appearing on the 2015 Warrant as follows:

ARTICLE 34 : Shall we adopt the provisions of RSA 40:14-b to delegate the determination of the default budget to the municipal budget committee which has been adopted under RSA 32:14? No Significant Impact and Notice of Intent
to Request Release of Funds

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Conway.

REQUEST FOR RELEASE OF FUNDS

On or about March 31, 2015, the Town of Conway, will request NH Community Development Finance Authority release Community Development Block Grant Program Funds for the proposed Conway Pines II Housing Project. Of the $462,300 in CDBG funds, $437,300, or the benefit of, will be subgranted to Great Bridge Properties, LLC for the acquisition of land, the site on which 30 units of senior, affordable housing will be constructed. The site is off Poliquin Drive in Conway.

CDBG Funds: $462,300+/-. Other Funds: $5,186,285+/- Total Project Cost: $5,648,585+/-.

FINDING OF NO SIGNIFICANT IMPACT

The Town of Conway has determined that the project will have no significant impact on the human environment. This determination is based on the assumption that the Subrecipient, Great Bridge Properties, LLC will obtain all permits required, and will adhere to all applicable regulations. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Town of Conway, 1634 East Main St, Center Conway, New Hampshire 03813 and may be examined or copied weekdays 10 A.M. to 4 P.M.

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to David Weathers, Chairman, Board of Selectmen. All comments received by March 30, 2015 will be considered by the Town of Conway prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

David Weathers certifies to CDFA/CDBG that in his capacity as Chairman, Board of Selectmen, he consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. CDFA/CDBG's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Town of Conway to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

CDFA/CDBG will accept objections to its release of funds and the Town of Conway's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Conway; (b) Conway has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by CDFA/CDBG; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to CDFA/CDBG, 14 Dixon Ave, Suite 102, Concord, NH 03301. Potential objectors should contact CDFA/CDBG (226-2170) to verify the actual last day of the objection period (approximately April 15, 2015).

PUBLIC SERVICE ANNOUNCEMENT
Notice to Town of Conway Residents

When plowing driveways, please be advised that it is against Town Ordinance to deposit snow or ice onto town roads. Please do not push snow from driveways across and/or onto town roads.

Town of Conway Ordinance, Chapter 127-1, specifically prohibits any person from depositing or causing to deposit snow or ice on public streets.

NOTICE TO RESIDENTS

  1. No person shall park a vehicle on any street from 12:00 midnight to 8:00 a.m. during the winter snow removal period, beginning November 15 and ending April 15 of each year.

  2. The Board of Selectmen may reduce the No Parking hours during the snow removal period from 12:00 midnight to 8:00 a.m. to 1:15 a.m. to 8:00 a.m. in certain areas containing establishments with liquor licenses. Official signs shall be erected in areas so designated.

  3. The Town will not be liable for any damage to any vehicle that may be in violation of this ordinance.

DEPOSIT OF SNOW ON STREETS OR HIGHWAYS

No person or persons shall deposit or cause to be deposited snow or ice upon the streets or public highways with the Town of Conway. Any person violating the aforesaid ordinances shall be fined a sum not exceeding twenty dollars ($20.00).

The Town of Conway will not be responsible for any damage or destruction of appurtenances to property placed in the right-of-way of any town highway during winter plowing and snow removal operations. These appurtenances include, but are not limited to, mailboxes, fences, hedges, trees, shrubs, landscape timbers, grass or turf.

WINTER REMINDER TO PROPERTY OWNERS
FROM THE GOVERNOR'S COMMISSION ON DISABILITY PARKING COMMITTEE

It is illegal to pile snow into an accessible parking space or access aisle.

Accessible parking spaces and access aisles must be cleared within 24 hours of an adverse weather event.

Signs designating accessible parking spaces and access aisles that are relocated for the purpose of snow removal must be immediately returned after the weather event.

The route of travel from the accessible parking to the accessible building entrance must be kept clear of snow and ice.

Obstruction of an access aisle or parking place reserved for persons with a walking disability carries a fine of up to $250. (RSA 265:74-a)
